Taking a rather wild, irresponsible guess, I'd say that there's some chance 
they're covering themselves against legal liability in case someone's 
homebrew gear causes injury or damage.  

I don't know much about the way these commercial "electron pump" gadgets 
work.  How would Evgo enforce such a requirement?  Do their EVSEs know what 
vehicle or adapter is connecting?  Some kind of serial or model numbers that 
are passed to the gadgets?  Do they log that information?
