Hi Lawrence,
There really is no "precise" fully-charged voltage. It varies with the
type of battery, its temperature, age, and other factors.
It's also a trade-off: Higher voltages provide more amphour capacity,
but shorten life and reduce safety.
I would err on the low side. You probably don't need to maximize range,
so it's better to maximize life and safety. That's especially true if
you're buying on price, and don't have the resources to do extensive
testing.
