It looks like a fun project that won't cost more than 2,000 dollars. Very practical for the city. However to avoid yearly registration I would make it a 3 wheeled moped for a one time registration of 21 dollars. Also avoiding rules for 4 wheeled vehicles however a helmet may be required and probably prudent even in the 4 wheel version.
