Punitive EV road taxes are neither logical nor fair.

ICEV emissions cost the public -- both in taxes to pay for the environmental 
damage, and in higher health insurance costs.  

EVs reduce those public costs.  Governments should be PAYING EV owners, not 
penalizing them.  

Most other first world nations offer EV owners reduced licensing and tax 
rates.  I know of no other country where EV owners are expected to pay road 
taxes directly.

Many nations also generously directly subsidize purchase of EVs and/or waive 
purchase taxes on EVs.  

They do these things because EVs help them realize their carbon reduction 
goals, and reduce their long term public costs.  They WANT their citizens to 
buy and drive EVs.  

Obvously, some US states don't.  

In fact, some are charging, or will soon charge, EV owners MORE in taxes 
than owners of similar ICEVs pay in fuel tax.  I don't think that's an 
accident.  As I said, no green deed goes unpunished.
