Yes, that was common with early VW diesels. Early 1990s? Our Golf TDI used to regularly do 50 mpg and up to 55 if driven carefully. It was hard for me to believe that such little fuel consumption could have been much of a pollution concern when compared to 10-15 mpg gasoline cars. No matter how clean they were.

It is not clear what we are talking about though. Surely the bus would not do miles on 1.6 gallons worth of diesel generator charge? No matter, the diesel generator charging must have been an emergency.
