Hmm, check the law in your state. I believe that the owner (or delegated to manager) of the property has to request a tow, it can’t be just any passer by, police will want to hear from the property responsible person and so will tow companies. There usually are stiff penalties (like, 4x the towing fee) for illegal towing, at least in California. Cor.
