I don't see what this has to do with EVs.  

But that aside, I'd expect that the internal LED chips would all be wired in 
series or series-parallel to get closer to rectified mains voltage.  That 
minimizes the power supply circuitry required (and thus the cost).  Such a 
unit would most likely need more than 12v unless you did major surgery on 
it.
