Wow, 9000 RPM on a brushed 11" motor?
That must be a strong commutator!
My US Electricar truck has a 9000 RPM Hughes induction motor.
The high redline allows the truck to drive 0 - 72 MPH without gearshift.
The way they did that was by ordering the 1994 S10 truck with the manual 
gearbox 
but the body of the automatic. They used the gear shift lever to add a parking 
pawl
and a set of contacts to tell the controller forward, neutral, reverse but no 
connection
to the manual gearbox. Instead they locked the manual box in 2nd gear so it is 
only
a fixed reduction, in addition to the diff in the rear axle. Result is that you 
get
8 MPH speed for every 1000 RPM on the motor in the truck. 
The sedan that they also converted had slightly less reduction so every 1000 RPM
gave about 9 MPH.
The automatic gear shift lever still uses the 3 forward gear selections (D, 2, 
1)
to tell the controller to change the regen braking amount, so it feels as if you
have more "motor compression braking" when you select a lower gear, but the
motor is actually spinning at the same speed, it is just control signals for 
the inverter.
I have never seen a brushed motor of this size with that high RPM,
my previous EV truck had a 13" GE motor with 4000 or 4500 RPM redline.
It was overkill to have such large motor and the controller was struggling with 
it.
