That sounds like a plausible scenario. If the car were a Prius Gen 3 put in park, I think the behavior without a key fob is it will stay running but will not allow you to shift out of P. If already in D/drive, the fob is not needed (however the car will warn you) until the car is put back in P.
If the car were a Tesla...I don't think they'd get very far without the fob or a tied phone. Even if they did get the fob, the Tesla app gives live GPS location information and getting out of the car puts it in park and turns it off shortly after. If the car were a Leaf...they couldn't go too far before needing a Chademo station. I don't think the fob is needed to shift between P and D, but it is needed to start, and for the unfamiliar it'd be very easy to turn the car off thinking it is not running.
