Though I'm far from an expert (EE dropout here), this makes sense to me. Mainly you want just a thin film of heatsink grease. It fills the voids in the mating surfaces so heat transfers better. In my admittedly limited experience, I don't think you usually rely on a heatsink for an electrical connection anyway. Yes? No? There's a whole computer community devoted to overclocking processors, and dealing with the outrageously excessive heat that produces. There are also dozens or hundreds of chemical companies and resellers eager to sell these folks a few grams of glop at stratospheric prices and profits. Back in the early 2000s I remember reading one of the early tests of various heatsink compounds. At the time the original Artic Silver was the goo of choice. This test showed that plain white silicone heatsink grease from Radio Shack worked just as well, at a fraction of the cost. That test didn't change many minds though. I guess they figured that something that cheap and simple couldn't possibly be any good. There've been many more tests since then, and they do seem to find some differences. I was amused at this one though, because they tested some unlikely choices.
