This is a pretty good start... The problem is the price... Make it cute, make it fun... and make it cheap.
I think that is what Bob Beaumont and Bob Rice were after with the CitiCar. Simple as dirt, fun to drive, and so ugly it's cute. And, it was the cheapest car in America! This is why they sold thousands of the little buggers.
The problem is that it was such a tiny company that they couldn't afford to put the quality into it. Great idea; poor implementation.
