Sorry to say that I wouldn't put too much credence in any Turkish newspaper. 
Freedom House rates Turkey's press freedom as 71 out of 100 (down 6 for 
2016), with 100 being least free and 0 being most free.  For comparison, 
Sweden, Finland, and Netherlands are tied at 11, the USA scores 21, Russia 
83, China 87, and North Korea 97.

I did find one French reference to this story

My French isn't great, but with a little help from Google Translator I get 
this from the piece:

"With his car's gas tank almost dry, and the possibiity that the city's gas 
stations might not be supplied because of the refinery blockages, the 40 
year old Bisontin decided at night to try siphoning the tank of a car parked 
in a discreet curve near the Viotte train station.

"However his misdeeds have caught up with him: the vehicle in question was 
an electric car, and a powerful electric arc quickly countered the person's 
criminal intentions.  Awakened by a strong burning smell, the residents 
promptly called firefighters, who despite their rapid intervention, weren't 
able to do anything for the unfortunate person."

This is probably where the Turkish paper got the tale.  But I see no other 
sources to collaborate the story.  The supposed victim's name isn't stated, 
and no police rep, firefighter, or ambulance driver is quoted. So I too am 
pretty skeptical.  

I guess there's a small chance it could be true, but IIRC Tesla has pretty a 
sturdy protective encasement for its battery.  Besides, the crook would 
crawl under the car and find nothing that looked familiar.

To me this smells more like a newly invented urban myth -- a couple of guys 
down a few bottles of wine as they gripe about the strikes making fuel hard 
to get.  They start what-iffing, and decide to call the local paper with 
their scenario.
