How does the other side of the charging cable look, where it goes into the 
EVSE? If what I think is the entrance (I can only see the back side in the 
enclosure, not the front) looks like a NEMA 14-50 style plug, so does this 
cable have a plug at the EVSE side?
I see a thin white wire go into this plug, besides the ground and two hot thick 
wires. It is hard to follow from the pics, but it looks like that thin white 
wire goes to a fuse holder and then comes from the module on the side panel 
between the service entrance and the breaker.
This would indicate that there is a pilot generating circuit in that black 
module and the white wire is carrying it.
You should check how the 5 wires in the cable are connected to what seems only 
4 contacts in the plug on the EVSE, possible both thick and thin green are 
ground and connected to the same terminal. An ohm meter might help.

Avcon was very through in star screw binding and gluing together the CLAW.  
After application of mallet and screwdriver the insides were reveled.  
Comparing the contact surfaces on the front to the back wires. Bottom.  Ground.

Right.  Maybe proximity if Avcon had that.  Colors of wire.  Green Ground.

pinout on the web. The small green wire seems to have some function on Avcon.
