We will carry out a review of plan after 15 days," he said on Thursday. Both Mr. Kejriwal and Deputy Chief Minister Manish Sisodia said it is not an ‘ego issue’ for the government but something that needs to be done to bring the pollution levels down and make the city a better place to live. Beginning January 1, 2016, odd numbered cars will be allowed on odd numbered days and even numbered cars on even days. There would be a fine of Rs. 2,000 for violating the odd-even rule, Mr. Kejriwal said. The plan would remain in force from January 1 to 15, 2016 between 8 a.m. and 8 p.m., except for Sundays. The government has made many exemptions too. All two-wheelers, CNG-run vehicles, electric and hybrid vehicles, women drivers and with child up to 12-years-old, emergency vehicles such as ambulances, fire, hospital, prison vehicles etc., those on the way to hospital for medical treatment and the physically challenged need not comply with the rules of the scheme. “For medical emergencies, we will have to trust the drivers if they say they are taking a patient,” Mr. Kejriwal said ... Mr. Kejriwal, however, is out of the exemption list and said that he would pool with his Ministers. Mr. Sisodia requested those who have been exempted from the plan to try and follow it and set an example for others. “Pollution has become a serious problem. We all have to work together for a solution,” Mr. Kejriwal said. He said that students of Delhi schools will take a pledge to reduce pollution on December 30. He also appealed to Resident Welfare Associations to ask citizens to follow the rule. “Public transport will not be able to take the load, practical solution is car-pooling,” he said. He, however, added that people should avoid strangers for safety reasons and car-pool with friends, colleagues during the experiment. He also said that strict action will be taken against auto-rickshaw drivers who overcharge during the 15-day period. Parking lots have also been instructed to follow the plan.
