In fact, they already *are* doing this; and have been for decades. The
only reason "hacking" into them is possible is because the auto
companies have done such a lousy job of it, and because powerful
organizations like independent auto repair shops and aftermarket parts
suppliers have lobbied hard to get laws passed to prevent totally
locking out anyone but the car dealers.
Hearings are already been held on this right now that show the direction
this is heading. General Motors and John Deere tractor company are
making the case that they have the right to totally lock out independent
repairs on their tractors.

That's not the way they see it. First, the automakers get sued all the
time by product liability lawyers, just because they are big, rich
targets. The case may be murky, or even without merit; but still gets
settled just to avoid publicity and high legal defense costs.
It should be illegal for an auto manufacturer to lock me out of
making changes to any car I buy.
But it isn't. In fact, they are doing everything they can to keep others
out, and lock down the repair and parts business for themselves.
Ostensibly for safety, but in fact for money.
