This is a serious problem in Europe. I just got back from visiting my work's office in Munich, and they have to jump through some serious hoops to get a car electrified in Germany. Also, it really isn't possible to modify a car in Switzerland (worse case) - they will force you to put on only certified parts or impound the car.
