DOE rebids 3,000 electric tricycle units

An invitation to bid (ITB) was issued by the Department of Energy (DOE) for
the supply and distribution of 3,000 units of electric tricycles (e-trikes)
in line with the government’s thrust for e-mobility in its public transport
system.

The department noted that the bidding process commenced November 5 this year
and the deadline on submission of offers will be January 5, 2015.

Energy Undersecretary Donato D. Marcos said “the re-bidding of the E-trike
Project signals the entry of more and equal opportunities for LGUs (local
government units) and other interested sectors.”

He said the scheduled new round of auction could help intensify the
department’s campaign on electrifying its transport sector.

There had already been delays in this government’s initiative, but Energy
Secretary Carlos Jericho L. Petilla previously explained in some forums that
the rise in the per-unit-cost of the e-trikes had instigated their move to
temporarily backpedal on plans.

In the first round of bidding, four firms have submitted offers but the
department has never explained why a contract award never happened.

The plan for this endeavor will be the rollout up to 100,000 electric
vehicles in the next five years; and the initial target will be for 20,000
units until 2015.

Marcos said “the new E-trike package would now include local government
units (inclusive of barangay level for multi-functional service vehicle),
academe, tourism growth rates, subdivisions and villages and industrial,
commercial and residential enclaves.”

The question raised to the DOE is how to avoid using the e-trike program not
just to favor political allies, primarily at the local government unit (LGU)
level.

The funding for the E-trike project will be extended through the
$300-million facility extended by the Asian Development Bank (ADB), which
will also supervise the award of the contracts to prospective fleet
suppliers.
