Somehow, I doubt that running the brake vacuum pump continuosly, when it's not needed, is more efficient. As for the Power Steering pump, generally you need the most power from that when you are moving the slowest. Mechanical ones are always pumping fluid, and just letting it flow back into the reservoir. Hardly efficient.
