Chains are really handy for designing a dual mode vehicle, and they are light weight, very simple, and very efficient. I always heard they are better than 98% efficient. If you enclose them, the smutty oil problem goes away and they last nearly forever (even on 100HP+ motorcycles they do well).
The OT ELF has a hub motor mounted forward of the rear axle to keep it out of the way and under cover, the rear hub is a CVT or shifting hub to help the human keep up better. The hub motor pulls through a free wheel. Either mode can coast or apply power. A chain-less method - sounds more complicated and less efficient. The main disadvantage to a system like the ELF is weight - but OT were shooting for a decent payload - 350lb after the human. Enough for a very substantial shopping expedition. The ELF is considered a bicycle from a legal standpoint.
