I'm not a huge fan of PIHs (at least those that use a gasoline engine), but we 
already have significant monetary incentives for them - a mixed message by not 
offering them the charging doesn't make sense to me.

Further, the reason for all those incentives is to eliminate those emissions. 
The ability to charge is the key to that. To take away the charging is like 
cutting off your nose to spite your face.
