An idea worthy of study. I would like to see a few miles built to test. However, there is a LOT more to a road structure than the surface. The glass surface could replace only a tiny fraction of the petroleum, portland cement, lime, etc that goes into making a road suitable for heavy traffic. Most road failures begin with failure far below the surface. Having a very durable surface will not prevent road failure. As Lee notes, a PV surface would greatly complicate inevitable road repair.
