I've been evaluating the availability of this kind of programs since
some time ago.  Here my findings:

It seems to me the best, by far, is Anki:

Other good alternative, but with less features, is Mnemosyne:

http://www.mnemosyne-proj.org/

These programs have been developed as free open source alternatives to
the proprietary software Super Memo. And it seems to me Anki is simply
better.

Here this good starting point about this subject:

Here one of the supermemo free versions (not recommended, it doesn't
support import/export options, among other things), just to let you
know there is such option:

Here something I came across: "Mnemosyne is probably nice and stable,
whereas SuperMemo is buggy and full of badly-designed misfeatures."
