Stephen-

First, you need to install the bazaar package from apt:

$ apt-cache search bazaar

bzr - Friendly distributed version control system

$ sudo apt-get install bzr

Then you can start reading the Launchpad User Guide to figure out the
rest:

https://help.launchpad.net/FrontPage

https://help.launchpad.net/FeatureHighlights/EasyBranching

etc

I admit that I am not yet up to speed with all this myself, but the idea
is to create a local branch, commit your changes to your branch, publish
your branch to Launchpad using "bzr push", then have another team member
review and merge.

I think we should have a review-then-commit policy like we have at OWW.
Soon we'll have a new public Jira instance to help track issues.
