I was working with the same approach, but in my testing, that doesn't
take effect immediately.

If I uninstall the old Firefox, install the new (in the new location),
and set that variable with that command, the variable does appear in the
Registry and in the sysdm.cpl "Environment Variables" listing - but if I
open a new CMD window, the environment as listed by the 'set' command
doesn't show it, and if I launch the newly-installed Firefox, the
variable doesn't take effect.

If I log out of Windows and back in, the variable is present and works.
I suspect that if I made any change in the sysdm.cpl "Environment
Variables" listing, the notification to all running programs which gets
sent out by that applet would make them reread the environment, and the
new variable would take effect without needing a logout - but of course
I don't have any good way to automate that.

Mike has sent me his "ignore GPO" method, and it looks like it'll work
for my purposes, although it might not for everyone else's. I think this
will let me proceed, and I look forward to the day when mix-and-match
between Group Policy settings and policies.json makes it unnecessary.
