I don't know if there's an ability to pre-whitelist domains. uBlock Origin has a "deploying uBlock Origin" wiki page that shows how to pre-set some things, maybe it has the ability to modify the whitelist: https://github.com/gorhill/uBlock/wiki/Deploying-uBlock-Origin
