This should actually work on the ESR, just not anywhere else:

If that's not the case, let me know and I'll check into it.

My recommendation, though,  is that you put them in the
distribution/extensions directory. Note they have to be named the same as
the ID of the language pack.

So for instance:

[email protected]

This should be future proof.
