It's related to how the "disabled=true" attribute is handled for CSS stylesheet 
loading. See bug 1281135<https://bugzilla.mozilla.org/show_bug.cgi?id=1281135> 
for more information. Note that the pref has been 
removed<https://bugzilla.mozilla.org/show_bug.cgi?id=1640400> in Firefox 78+ 
(currently on the Nightly channel, moving to Beta next week).

information on it. Reason I’m asking is because there is a group of Business 
Intelligence Analysts in my company that use a tool called Cognos to run 
reports and they’re unable to view the reports unless this default setting is 
changed to False.
