The privacy page can be prevented by setting datareporting.policy.dataSubmissionPolicyBypassNotification in the preferences policy https://github.com/mozilla/policy-templates/blob/master/README.md#preferences I would need to know exactly what the dialog said, but it sounds like the legacy profile support.
