In this way, extensions get installed/updated in user profile at first
run.

You can also put extensions (again, 'XPI files with the ID as name')
in:
        "%ProgramFiles(x86)%\Mozilla Thunderbird\extensions\"

in this way extensions are enabled, and users can only disable them (eg
'system extensions', cannot uninstall).


I don't remember if is mandatory or not, you have also to set
'extensions scope' via AutoConfig:

        pref("extensions.autoDisableScopes", 8);
        pref("extensions.enabledScopes", 7);

(this, Mike, have to migrate in policy...)
