I understood this as FF (and TB) behavior is determined by policy
setting and requirement for environment variable is removed completely.
.json would be preferred method for me, domain policies are complex
enough (and controlled by far too few people) in here to easily accept
more for just a browser.

Sorry. 'policy on Windows' mean 'GPO'? Or you are speaking about a
policy in generic terms (GPO, but also json and registry) that will
work only on windows?
I suppose the former; only because i think that only with GPO you can
set environment variables 'safely' for users.
