Yes, it is a exe-wrapper.

But for me I can not see any drawback for deploying FF with this kind of MSI.

Rather the deployment is much simpler for me. No need for using firefox.ini (https://wiki.mozilla.org/Installer:Command_Line_Arguments) anymore. Just using the "Firefox custom MSI options" (https://support.mozilla.org/en-US/kb/deploy-firefox-msi-installers#w_firefox-custom-msi-options) to configure the same options.
