Yes, everything in the template is backward compatible. Firefox 60 should
just ignore the new policies/fields.

There are two policies that were changed internally.

For RequestedLocales, I created a separate entry policy for the new version
that uses a string.

For SantizeOnShutdown, I still set the old values so Firefox 60 will work.
