I've noticed two issues with the profile reset.

1)Often, when Firefox loads after I've done the: --reset-profile --migration --- Firefox still gives the message "Looks like you've reinstalled Firefox.  Want us to clean it up for a fresh, like-new experience?"  But I just cleaned it up.

2)If I click Refresh Firefox from the above message, then it loses some of the settings I created with policies.json and gets rid of the Menu bar and Bookmarks toolbar.

Any idea why these things are happening?
