Hello,

Not all of them, but some of the policies are only available as
machine-only policies.

Take a look in the new about:policies page within Firefox, where there's a
Documentation section that tells which policies are not allowed as user
policies.

And make sure you're using the latest ADMX templates for 63:
https://github.com/mozilla/policy-templates/releases/tag/v1.3

If something is still not working as expected with these considerations in
mind, please report back!
