Dictionaries can be added using the GPO Extensions entry because they
aren't required at startup. Language packs are required very early at
startup.

Yes, it's a little confusing. We have "add-ons" and we have "extensions".
Add-ons is a broader term that includes themes, language packs,
dictionaries, extensions and more. So in the add-ons manager, the
Extensions section is only referring to true extensions.

In hindsight, Addons might have been a better name for that policy.
