I thought the correct process is to write a specification, then build
a product that meets that specification, not the other way around. See
below.

Sure, any coder with enough time can look at the code and describe
what it does. But if today’s changes seem to be not documented
anywhere, who knows what changes will be checked in tomorrow (possibly
making any documentation we try to write incorrect)?
