I've noticed it myself for the entire 52 ESR line, and recall it being annoyingly slow, if usable in 45 on Windows 7 also... I.e. Firefox having a hanging UI randomly based on web page isn't anything new to me.
Maybe, and I suspect it, the slowdowns are correlated to the infamous bug with safebrowsing doing excessive I/O operations.
