He is talking about the dangers of malicious JavaScript which is completely
different than Java.  Twenty years ago, Netscape Communicator included an
option for digitally signing JavaScript. Firefox needs a security option to
allow only digitally signed JavaScript from a list of trusted digital
signers to run.

Signing the javascript itself solves many problems outlined here and
elsewhere.
