I think this is not a bug in Enigmail, but rather a problem with how Thunderbird interprets the MIME structure.
If the PGP/MIME signature is not on the outmost level (which is the case
for example for this mailing list, due to the unsigned footer), then
Thunderbird will treat the whole PGP/MIME part as attachment.
Enigmail is actually not involved at all when forwarding a message -
that's purely Thunderbird.
