It's way too early in this process for me to be presenting this is a final
and complete strategy.  My current work in it's current form sucks, I will
admit, but that's to be expected at this stage.  But I'm starting the
process of asking the questions of how such a program can be formed and how
it could potentially could be managed.  I'm not making any conclusions
until I actually begin to test these ideas out.

This is the reason why the strategy document is not public yet because it's
still a rough draft and way too early to publish in a public forum.  Once
I've assembled a team and we've had time to work this over then of course
I'll publish the strategy document most likely on the wiki.  Then that's
the right time for that.
