Much as I hate to do this, I think we need some time for TEAP. As I had mentioned earlier, the implementers have been working behind the scenes to work out interoperability questions. The main confusion is around the derivations leading up to the Crypto-Binding TLV. It turns out that there are a few unspecified corner cases to the derivations. This leads to impelmentation-specific choices, which are bad for interoperability. The question then is what do we need to do next. If interoperability issues aren't serious, we can publish 7170bis and move on. If there are differences between code deployed to millions of devices, that's a big problem. We then might need to publish 7170bis as-is, with an added note saying "oops, this mostly works, sort of". And then immediately publish TEAPv2, which would more clearly define the cryptographic derivations.
