Here are the two URLs for the FIDO Alliance's FIDO2 server specifications
that I'm aware of:

Both are "Review Drafts." Please note that the January 2024 version
refers to WebAuthn in GitHub, and it points to the HEAD of the repository,
so it's based on Level 3 rather than Level 2.

Additionally, you might also find the authentication section in
the documentation for the FIDO Alliance's conformance test tools
on GitHub useful:
