- Added new subsection for Hello Retry Request - Changed the order of some subsubsection in section 2.1 - Removed all text on other TLS-based EAP methods as agreed at IETF 104 - Added a reference to draft-ietf-tls-oldversions-deprecate (which updates RFC 5216) and made changes based on this. - Added clarification on how to treat the fragmentation L bit. - Several changes ("early_data", empty certificate_list, other authorization information, force a full TLS handshake) based on the review by Jim Schaad.
