accepting the tunnel requirements draft as an EMU WG work item
The consensus call closed on June 20. Based on the mailing list
response (9 in favor, 0 opposed), the consensus is judged to be in favor.
The authors should therefore submit the document as an EMU WG
document. Please use the name:
