The charter item is for a password based method that supports legacy
password databases.  I do not believe Crypto-binding is strictly
required to satisfy this charter item.  

TTLS is being considered as part of the solution to this charter item,
not necessarily a as method for tunneling generic authentication
mechanisms so it is not clear if crypto-binding is required.  However,
for a protocol that tunnels arbitrary authentication mechanisms it is
highly desirable to provide crypto-binding.
