Approximately the same here - glade-gtk2 is 3.8.6 and then there is glade-3.22
Executing "glade" in terminal will start editor that shows 3.22 in the
background and I cannot open any gladevcp panels from sample configs.

But I found a solution! In "Applications" menu, under "Development"
right under 'Geany" I have 2 separate entries with equal name "Glade"
(but slightly different icons). One of them will open the previously
mentioned editor, version 3.22, but the other one will open an editor
that does open sample gladevcp panels and I have been able to play
with them and I actually managed to create a panel. Almost like I
intended, there is some learning to do :))

Now I have a question - can I insert multiple gladevcp tabs in Axis? I
tried with my panel and with the manual-example.ui from sample config
- I got some errors (I can retry the test to get more specific
answer).
Or can I create a gladevcp panel that contains several tabs? What I
intend to do is put status LEDs for almost all inputs and outputs
together with some explanatory label so that operator can easily check
current status of the machine and also some buttons to quickly put the
machine in desired state in case of some error (for example, put
required spindle in work position and rise all the rest to idle
position etc.). The operator will not be that advanced to open the
front door of control cabinet right next to the monitor to check
status LEDs on existing input and output relay blocks and then use
documentation to find the meaning of particular wire in electric
wiring plans, I have to simplify the process.
