I made a large stand/cabinet for a mill, out of 5mm and 3mm steel plate. 5mm on the top, and 3mm on the sides and front. Welded solid. Its very heavy and utterly stable. The mill was bolted to a sub-base made from thick walled steel box section. I had planned to shim under the bolts holding the mill to the box section, but very little adjustment was needed, as thick box section is relatively flat. It can also be surface ground if necessary. I would go the same route with a lathe. The stand is so heavy it helps dampen any vibration. Wood moves over time.
