If by 3D printed you mean FDM/FFF/GGG**, yes but it would not be nearly
as smooth. You could use a composite filament for the main part of the
cone and switch a urethane foam for the edges. This is way beyond DIY
unless you are polymer chemist and can swap between using a hot melt
extrusion nozzle and a dispenser for liquid urethane on your printer.
You could SLA (Stereolithography) both parts using two different
photopolymers. A urethane composite for the cone and a flexible type for
the edge. Same for inkjet but it would be difficult to formulate a
photopolymer that is jetable for the foam that is durable.
Another option is to SLA a mold for the cone and use a 2K resin
composite for the cone and urethane for the foam.

FFF = free form fabrication, aka reprap
GGG = glorified glue gun, aka repcrap
