Always pay an order of magnitude more attention to PCW than to me on
this sort of subject.

I will also add to PCWs suggestion of matrix-wiring the switches. The
switches do not need to be physically arranged in a matrix to be wired
in a matrix, and doing so will very much reduce the pin usage. You can
choose two matrix sizes, 8x4 (32 buttons, 12 IO pins) or 8x8 (64
buttons, 16 IO pins)  and then convert the scan-codes to HAL pins with
matrix_kb
