As Dave said below, U can't shortcircuit base to ground in your circuit, the resistor is intended to limit the base current in your schematics so what U can do is to set the M point to ground, that should make your relay "klick". The mentioned fact that U measure approx - 4 V relative +5 on the base pin does in fact prove that the Base-Collector junction is burnt.
